Under the direct report to Deputy Chief Executive Officer, Head of Risk and Compliance shall perform the following duties and responsibilities;

  • Manage the risks that might have adverse impacts on the Bank’s capital and ability to meet clients’ needs. Management of risks includes the following activities: supporting risk governance, identification, measurement, mitigation and monitoring of risks on a timely basis.
  • The Head of Risks and Compliance will be responsible for ensuring an effective internal compliance function is in place and ensure that the Bank’s chosen risk management framework.
  • The HRC will be responsible for ensuring adherence to all regulatory requirements as stipulated by the Central Bank of Myanmar (CBM) including AML, KYC and statutory ratios.
  • The HRC will also be responsible for thought leadership in all aspects of risk including the embedding of a risk culture and risk training/awareness at all levels within the Bank.
  • Developing strong risk management framework and formulating strategic action plans to help minimize, manage, and mitigate the inherent risks and monitor the progress of these efforts
  • Ensure that the Bank has an approved written risk management policy, which is consistent with the organization’s business strategies, capital strength, management expertise, and which falls within the overall parameters determined by international best practices.
  • Ensure that the Bank has an approved risk statement and that this statement is communicated through the organization and included within the risk reporting format.
  • Establish a culture within the organization that emphasizes their commitment to internal controls, risk management and high ethical standards.
  • Collaboration with internal audit to ensure that the risk-based audit approach taken is not susceptible to gaps in the risk management process. As part of the continuous improvement loop, corporate in internal audit finding reviews to help identify areas of exiting or potential risk to be addressed.
  • Ensure compliance with all Central Bank of Myanmar requirements and monitor loan covenants contained within all 3rd party loan documentation. Take appropriate corrective action in respect of any breaches including obtaining waivers where appropriate.
  • Help build best practice to enforce a pro-active approach towards credit approval, monitoring, reporting and control in order to maintain the loan portfolio within acceptable quality parameters.
  • Manage the successful delivery of compliance projects ensuring technical excellence and a practical/business driven approach.
  • Establish and quantify the organization’s 'risk appetite' and ensure risk approach adheres accordingly.
  • Delegation of approval authority structure.
  • Develop, lead and motivate the Risk and Compliance team to maximize effectiveness.
  • Ensure Senior Management remain informed of regulatory, legislative and best practice changes and their obligations under these changes and how they impact the bank.
  • Provide guidance and training support of AML/CFT awareness course to compliance team and all branches related staff.
  • Overview and support on the implementation of the KYC, CDD Measurement and Monitoring on daily TTR/STR Transactions report.
  • Working closely with the members of Risk Committee, recommend on acceptable risk levels in the Bank – by customer segment, product, industrial classification, etc., in line with the framework developed by the Risk Management Team (RMT).
  • Perform any other relevant duties as may be assigned by Senior Management, if required.
  • Propose credit risk strategy and risk appetite of the bank for approval by Board.
  • Approve the new risk measurement methodologies risk assessment criteria, rating model & score cards adopted by the bank in the credit risk management area.

Job Requirements

  • Bachelor degree with relevant experience (more preferable ACCA or CPA equivalent)
  • Experience in default and fraud management and assets and liability management experience.
  • Analytical skills with working knowledge in the principles of credit risk, market risk, operational risk, liquidity risk and finance
  • Understanding of other operational risks including IT Security.
  • Minimum of 5+ years' experience in a risk management role and senior compliance officer level, preferably from banking sector or NBFI.
  • Proficiency in Microsoft Office, including Microsoft Word, Excel, Power Point and Email etc.

Knowledge and Skills

  • Appropriate and relevant skills related to all areas of risk management.
  • Experience in risk management and evaluating business operations including sustainability, efficiency, budget and overhead control, profitability and default management.
  • Knowledge of banking, FI law, AML/CFT and Tax Laws and regulations, banking compliance regulations and international best practices.
  • Excellent in English oral and written communication skills with advanced skills related to the preparation and submission of regulatory, statutory and risk/compliance reports.
  • Ability to manage and prioritize multiple tasks and work under demanding conditions with many interruptions.
  • Strong communication, critical thinking, problem solving and analytical skills.
